After Isaac kidnapped Queenie, they immediately reported the incident to the Royal City.
Logically, the Ministry of Penalties or the royal guardians would dispatch someone to investigate and capture the perpetrator, most likely a person of equal rank to the city lord. However, Sevyn’s arrival indicated something unusual.

Xan knelt on the ground, utterly stunned. The others, including Orson and Fabrice, were likewise shocked.

Sevyn walked over, helped Xan up, and patted his shoulder. “Don’t overthink it. Prepare tonight and bring your family along. Come with me to the Royal City tomorrow morning. Mackie immediately bowed. “I won’t fail His Majesty’s favor. I’ll manage Heavenly Eagle City well.”
